Harbin Engineering, P.C. is a growing civil and environmental engineering firm located in Monroe County, Georgia. Founded in 2006, by Steve Harbin, who brought with him a wealth of real world experience and years of expertise in the solid waste arena, our firm has grown to a staff of eight employees, including four seasoned professional engineers. Although we specialize in design, permitting, and consulting for solid waste landfill facilities, we also have years of comprehensive experience in commercial, institutional, and recreational development projects. In addition, Harbin Engineering provides multi-faceted consulting services for several municipalities throughout Georgia.

J. STEVEN HARBIN, PE

Founder & Senior Consultant

Steve Harbin, Founder and Senior Consultant, has over 30 years of extensive civil and environmental engineering experience with a focus in the solid waste arena. Notably, he completed more than 250 solid waste projects including projects for 63 out of Georgia's 159 counties. He assisted in the closure of approximately 19 landfills. Additionally, Mr. Harbin served on the faculty of The Solid Waste Association of North America, Landfill Operators Certification Course and is currently serving on The State of Georgia Landfill Operators Certification Course faculty. Prior to founding Harbin Engineering in 2006, he was a founding partner with Hodges, Harbin, Newberry & Tribble in Macon , Georgia. He has a Bachelor's of Science in Civil Engineering from The Georgia Institute of Technology. 

G. CURTIS REYNOLDS, PE

President, Principal Engineer & Project Manager

As the President, Curtis Reynold's field of expertise includes civil and environmental projects involving water, wastewater, and natural gas systems. He designs water and wastewater treatment plants and system improvements, booster pump stations, sewage pumping stations, elevated water tanks, groundwater wells, landfill site plans, and industrial site plans. Mr. Reynolds specializes in projects involving water supply withdrawal, treatment, and distribution; sewage collection, pumping and treatment; storm water management design; and erosion and sedimentation control. He works extensively with projects involving funding and permitting with local and state authorities as well as coordination of construction activities.  Additionally, Mr. Reynolds serves on the faculty for the Georgia Chapter of The Solid Waste Association of North America, Landfill Operators Certification Course. His career began in 2008, after earning his Masters of Science in Civil Engineering at The Georgia Institute of Technology.

DAVID G. HENRY, PE

Consulting Engineer

As a consulting engineer with more than five years of experience, David performs design and permitting for solid waste facilities and storm water management systems, as well as construction administration for projects including waste excavation, landfill closure, and new landfill cell design. Other experience includes landfill operations assistance and environmental monitoring. David joined Harbin Engineering in 2017, bringing an array of environmental, mechanical, agricultural, and technical experience. He is a certified Level II GSWCC Plan Reviewer and a member of Georgia SWANA, and serves as SWANA's Awards Committee Chair for the Waste Conversion and Energy Recovery Technical Division. David earned his Bachelors of Science in Agricultural Engineering from the University of Georgia in 2016 (Go Dawgs!), along with a minor in Environmental Soil Science and water resources coursework. Outside of work, David enjoys playing with his folk band, Foxfire Revival, spending time outdoors, and tinkering with home projects. 

Jacob L. Wedincamp, CAPM

Project Engineer

Jacob has over 5 years experience in solid waste engineering, project management and quality
assurance projects involving solid waste permitting, expansions, cell designs and gas system designs. He has worked on a wide variety of gas system quality assurance and design projects for both private and public sites in GA, FL, AL, LA, SC, TN, NC, VA, and PA. Jacob has quality assurance and design experience on approximately 70 landfills across the southeast and east coast United States. He has worked
extensively in quality assurance and design for methane and leachate extraction well drilling, as well as gas pipeline installations. Jacob also has experience with quality assurance and operations/maintenance on high temperature landfills. Landfill safety, quality assurance and solid waste engineering projects have been a large part of his career. Jacob has also assisted with design of stormwater drainage systems and material recovery facility designs. He is a certified Level II GSWCC Plan Reviewer, holds a Certified
Associate Project Management certification from PMI (Project Management Institute) and is OSHA 30 Safety Certified. Jacob earned his Bachelors of Science in Civil Engineering from Kennesaw State University. Additionally, Jacob played four years of college baseball at Middle Georgia State University, and in his free time enjoys fitness, Brazilian jiu-jitsu, golf, and the outdoors.

ISAAC PALMER

Environmental Scientist

After earning his Bachelors of Science (BS) in Geology at the University of West Georgia, Isaac joined our team as Environmental Scientist to assist with environmental monitoring and consulting. His love for the outdoors and passion for bettering the world we live in drives him to be successful in this role. Isaac is an avid sports fan, even working with the Atlanta Braves for three years during college. In his free time, Isaac enjoys hiking, recreational sports, and studying meteorology.

BLAKE HADDOCK

CAD Drafter

As a CAD Drafter, Blake assists the engineers with their CAD drawings. He Graduated from Central Georgia Technical College with an Architectural Drafting Diploma and a Residential Design Certificate. He has close to 20 years of combined AutoCAD experience and has AutoCAD Professional and AutoCAD Associate Certifications. Blake is a native of Monroe county and a graduate of Mary Persons Highschool. Outside of work, Blake enjoys spending time with family and friends, he also enjoys being outdoors and watching the Braves.

CARRIE UPCHURCH

Office Manager

Carrie manages day-to-day operations and keeps the office organized and running smoothly.  She graduated from Clayton State College in 2009 with a Bachelor's of Science in Integrative Studies with a focus in Healthcare. She enjoys hiking, camping, traveling with her daughter, and all things outdoors! When she's not outdoors she loves watching her Georgia Bulldogs and Atlanta Braves!
